条件付の参戦決定

バジェットキャップ問題でFIAと対立していたFOTAは、
条件付ながらも２０１０年度F1へのエントリーを行ったそうだ。
ちなみに、FOTAが出した条件とは

６月１２日までに全てのチーム(新規参入チームも含む)が、
コンコルド協定にサインすること。
２０１０年のレギュレーションが、FOTAが提出した提案に沿って
２００９年のレギュレーションを改定したものになること。

大まかにはこの２点のようである。

そもそも、バジェットキャップの問題点は予算上限が低いことと、技術面の問題といえる。
制限を受け入れた場合、技術供与を受けられる他、風洞実験室使い放題、
テスト走行し放題、エンジンも無制限なので使い放題、
と技術開発がやりたい放題になるのだ。
無論、予算がそれを許せば、の話ではあるのだが……

対して制限を受け入れなかった場合は、技術供与もなく、
風洞の使用やテスト走行にも大幅な制限が課せられている。
更には、KERSの出力を制限を受け入れたチームの半分に抑制される可能性もあった。

これを、プロ野球の読売と横浜に置き換えた場合、
読売が制限を受け入れなかったチーム、横浜が制限を受け入れたチームと仮定すると、

読売さん、越智・山口・クルーンは最低でも４試合以上の間隔を空けて登板させてね。
グライシンガーは８試合以上間隔を空けないと登板しちゃだめだよ。
坂本・ラミレス・小笠原・亀井・谷・イスンヨプは、
３試合以上間隔空けないと試合に出しちゃ駄目だよ。
１試合に登板できる投手は、３人までね。
投手を含めた選手交代は、１試合につき５人までだよ。

横浜さん、希望するならDHも使って良いよ。
制限を受け入れなかったチームから、２人までなら誰でも引っ張ってきて良いよ。
攻撃の時は遠くに飛ぶボールを、守備の時は飛ばないボールを使ってね。
攻撃時のストライクゾーンはボール１個分狭めで、
守備時のストライクゾーンはボール１個分広めだよ。

って事です。
かなり極端な例えを用いましたが、FOTAがバジェットキャップに反対する理由は、
この２重構造のレギュレーションが大きな原因なんですね。
あくまでも条件付の参戦なので、この条件が満たされなかった時は……
フェラーリは本当に撤退か
